Among Dien Chau district, Dien Ngoc has the biggest number of fishermen fishing on the sea (nearly 2,000 individuals). On a regular basis, part of them sail in the twilight and return in the aurora while the others push off at midnight and berth at mid-afternoon. However, in order for all of them to fully realize their rights and obligations to vote, the Election Board of the commune promoted propaganda to each fleet.

Fisherman Phan Manh of Dien Ngoc in a propaganda meeting said: “I have actively searched information of the election via newspaper, radio and also reviewed the list of candidates. Definitely I will go to vote this 22th May after returning from the sea.”

Mr Nguyen Xuan Dung - Vice President of Dien Ngoc People’s Committee informed that, due to special characteristics of a coastal area, the authorities had conducted propaganda a long time before the polls. At 10 polling booths, there were loudspeakers playing Q&A regarding elections every morning and early evening. The communes also invested in establishments of propaganda booths, posters, leaflets, etc.  It could be seen that everyone was really excited and looked forward to 22nd May.

In Dien Bich, another coastal commune, there are nearly 200 fishing boats which mainly go fishing offshore and often return every 5-7 days. The Election Board went to see each fleet and propagated Law of Congress Organization, Law of Local Administration Organization, Law of Election of deputies of National Assembly and People’s Councils to them. The People’s Committee officers also dialed directly to boats to instruct them. Fishermen Cao Van Ba indicated that although his fleet went fishing offshore for many days, on election date, certainly they would berth so that the fishers could go to vote.

Recently, 80 DCs were released by Election Committee of Dien Chau for propaganda; nearly 300 slogan banners and posters were hung across the streets while 1500 wall-painted slogans and 50 cheering notice boards were created all over the district; election team and other hamlets were supplied with approximately 20,000 pieces of propaganda including pictures, pasting slogans, etc. At present, all the corners in Dien Chau district are filled with election spirits and ready for 22nd May.
